Yes. Rum is distilled from sugarcane juice or molasses, both of which are grain-free, so gluten never enters the process. Spiced and flavoured rums are the one place to read the label, because the additives are a separate question from the spirit.

"Not by label" means the spirit is made from a gluten grain, so US rules bar the claim. It does not mean gluten was detected.
Why that is the answer
Sugarcane is a grass, but not a cereal grain, and it carries no gluten. That makes rum gluten-free at source rather than gluten-free by distillation, which is a stronger position. The exception is what gets added afterwards: spiced rums, cream rums and flavoured bottlings can include caramel colouring, spice blends and thickeners, and those ingredient lists are where a gluten-containing additive could appear. An unflavoured white or aged rum has no such surface.
