Why that is the answer
Same answer as tequila and for the same reason: agave is a succulent. What makes mezcal different from tequila is the roasting, which is where the smoke comes from and also where its higher congener load comes from. Neither has anything to do with gluten. If you are choosing on allergen grounds alone, mezcal is as safe as tequila; if you are choosing on hangover load, it is not, and it scores a point worse for the smoke.
